I believe that Rule #1 of both the Standing Rules of the Senate and the Rules of the House of Representatives should always be:
Rule 1
Any legislation presented for consideration and scheduling in the Senate / House requires a complete body of text at the time of introduction.
I find it incredibly shallow to continually read 2-5 days worth of social news headlines about how whoever has introduced groundbreaking legislation on such and such that will fix the countrys problems. Giving a fancy “positively polled” title to a wisp of smoke isn’t legislation, it’s being a coward and it’s not doing your job. You were elected to create legislation, do your job.
